Brazil's CBS tax rate estimates spark market speculation
Brazil's tax reform introduces the Contribuição sobre Bens e Serviços (CBS), with Article 14 outlining a hierarchy of criteria to determine the market value of goods and services when a transaction price is absent or unreliable. The rules prioritize recent comparable operations and consider factors such as quantity, payment conditions, and geographic market.
Analysts have used the recently released Resolution No. 14 of the IBS Management Committee to estimate the CBS rate at roughly 9.21%, derived from the projected total tax burden of 27.91% minus the IBS share of 18.70%. The estimate is not an official rate, as the committee cannot set the CBS percentage. If confirmed, Brazil's overall tax burden would approach the 27% level seen in Hungary, prompting extensive market commentary.
