Brazil launches Desenrola 3.0 debt renegotiation program

The Brazilian government has launched Desenrola 3.0, the third phase of its debt renegotiation program, through a provisional measure. This new stage introduces a significant shift: the Union will directly purchase debt portfolios via auctions to facilitate renegotiation for individuals.

The program targets both bank and non-bank debts (such as utilities and retail) with an original value of up to R$ 10,000. To be eligible, debts must be overdue by a period between 720 and 1,645 days. The government aims to address up to R$ 150 billion in eligible debts, potentially benefiting up to 15 million people.

A key feature of this phase is that the Union will pass 100% of the discounts obtained during the debt purchase auctions directly to the debtors. These auctions will require a minimum discount of 90% from creditors. The program is voluntary for creditors, and the operationalization will involve institutions like Caixa Econômica Federal and Banco do Brasil. The Brazilian Banking Federation (Febraban) has expressed a positive outlook on the initiative, noting its potential to improve the credit environment and alleviate family indebtedness.
