Brazil's Education Council opens consultation on new distance‑learning rules
The National Education Council (CNE) in Brazil has launched a public consultation that runs until 7 August, seeking comments on a draft resolution that will replace the 2016 CNE/CES Resolution governing graduate courses offered through distance education. The proposed text aligns with Decree 12.456/2025 and MEC Ordinance 381/2025, which define presencial, semi‑presencial and distance formats, minimum in‑person activity percentages, and quality references for online programmes. The draft outlines requirements for pedagogical projects, student‑teacher interaction, class organisation, learning assessment, digital materials, internships, faculty qualifications, pole infrastructure, accessibility, academic governance and the use of information technologies and artificial intelligence, aiming to modernise the regulatory framework.
Separately, an accredited online Bachelor of Advertising and Propaganda programme is described. Delivered primarily via virtual learning environments with occasional in‑person activities, the course spans 7‑8 semesters, requires MEC approval, and prepares graduates for roles in agencies, corporations, digital media, branding and marketing. The curriculum covers communication theory, creative production, consumer behaviour, research methods, design, audiovisual techniques and campaign analytics.
