Brazil's Federal District passes law to back a R$6.6 bn loan for Banco de Brasília

The Government of Brazil's Federal District approved PL 2363/2026, a measure that authorises the district to secure a R$6.6 billion loan from the Credit Guarantee Fund (FGC) to reinforce the balance sheet of Banco de Brasília (BRB). The legislation permits the DF to contract public or private guarantees and to link participation‑fund resources from states and municipalities as collateral. The vote was narrowly decided, with 11 deputies in favour and nine against. Governor Celina Leão affirmed that the arrangement, negotiated with the Union, offers a “legally safe and financially appropriate” solution to strengthen BRB’s patrimonial structure.

The law enables the DF to move forward with the financing, aiming to stabilise the regional bank and support public‑sector financial operations.
