Brazil’s Federal Police and Tax Authority Struggle with Half‑Empty Positions

The Federal Highway Police (Polícia Rodoviária Federal) reports 273 vacant administrative posts, exactly half of its 546 authorized positions, and 369 vacant police officer slots. A request for a new administrative recruitment exam is awaiting approval from the Ministry of Management and Innovation (MGI).

The Federal Revenue Service (Receita Federal) faces a similar shortfall. The National Union of Federal Auditors (Sindifisco Nacional) argues that the 30 auditor‑fiscal vacancies authorized by MGI are far below the agency’s needs, which a ministry study estimates at 650 new staff for its central office. Auditor numbers fell from 12,158 in 2012 to 7,733 in 2021, a loss of 4,425 auditors. Union leader Dão Real urged expansion of the upcoming contest, but election‑year budget constraints limit the authorized slots.
