Brazil tax reform: Federal Revenue confirms transition to dual VAT system
Brazil's tax reform is entering a critical implementation phase, transitioning from current taxes to a dual VAT system composed of the IBS and CBS. The transition period is scheduled to run from 2027 to 2033.
Robinson Barreirinhas, the Special Secretary of the Federal Revenue, has stated that there is no possibility of reversing or interrupting the reform, noting that corporate systems are already being adapted. To support this transition and combat disinformation, a joint task force comprising the Federal Revenue, CFC, Sebrae, and Fenacon has been formed to provide guidance to taxpayers and accountants.
Key technical changes include the Split Payment mechanism, which separates tax amounts from supplier payments during financial settlement to ensure immediate collection. Additionally, the appropriation of tax credits for IBS and CBS is now contingent upon the actual extinction of the underlying tax debt.
Specific sectors face unique rules; for instance, bars and restaurants are eligible for a 40% reduction in IBS and CBS rates. Meanwhile, the reform is expected to increase complexity for companies under the 'Lucro Presumido' regime, moving them closer to the complexity of 'Lucro Real' due to new credit management requirements.
