Brazil's Human Rights Commission approves SUS guidelines for child sexual violence victims

The Chamber's Human Rights Commission (CDH) approved Project PL 1.096/2023, authored by Deputy Raimundo Santos (PSD‑PA) and relayed by Senator Jussara Lima (PSD‑PI). The bill, now forwarded to the Social Affairs Committee, amends the Child and Adolescent Statute (ECA) to set out specific health‑care provisions for children and adolescents who have suffered abuse, violence or sexual exploitation.

The approved text calls for qualified reception, stronger coordination among health services, expanded access to mental‑health care, mandatory notification while preserving confidentiality, and professional training. The original proposal’s clause granting a legal priority for psychological care in the SUS was removed, with the relator arguing it could disrupt the technical organization of the health system. Existing SUS protocols already cover many aspects of care, and the amendment focuses on improving service integration and regional coverage.
