Brazil's Justice Minister Allows Convicted Coup General to Register for Enem

Supreme Court Justice Alexandre de Moraes approved the request of former army commander and ex‑Defense minister Paulo Sérgio Nogueira to register for the 2026 National High School Exam (Enem). Nogueira, 67, is serving a 19‑year term in a high‑security prison at the Military Command of the Planalto in Brasília after being convicted of participating in a coup plot to keep former President Jair Bolsonaro in power.

Moraes cited Brazil’s penal code, which encourages study and work as means for sentence reduction, and noted that the participation in educational activities is a legal avenue for reintegration. The Enem exams are scheduled for 8 and 15 November 2026. This follows earlier authorizations that let Nogueira pursue a distance‑learning degree in hospital administration while detained.
