Lei Rouanet reaches record 25,650 projects and R$1.67 billion in funding

Brazil's Lei Rouanet cultural incentive law has reached historic milestones in 2026. According to the Ministry of Culture, the program received 25,650 project proposals, marking an 11.6% increase from 2025. In the first ten months of the year, the law facilitated the capture of R$1.67 billion in incentives, the highest amount recorded since the law was established in 1991.

The Ministry of Culture attributes this growth to decentralization efforts aimed at historically underserved regions. Programs such as Rouanet Norte, Rouanet Nordeste, Rouanet Centro-Oeste, and Rouanet nas Favelas have successfully expanded participation. Data from the Support System for Cultural Incentive Laws (Salic) shows significant increases in funding for the North, Northeast, and Central-West regions between 2023 and 2025.

Specifically, funding in the Central-West rose from R$65.5 million to R$129.9 million, while the North saw an increase from R$64.7 million to R$119.5 million. The Northeast experienced a 61.1% rise, reaching R$239.2 million. The law allows individuals and companies to direct a portion of their income tax to approved cultural projects, which must then seek sponsorships to secure actual funding.
