Brazil Lei Rouanet cultural funding growth

Overview

Brazil’s Lei Rouanet cultural incentive law reached historic milestones in 2026. According to the Ministry of Culture, the program facilitated the capture of R$1.67 billion in incentives during the first ten months of the year, marking the highest amount recorded since the law was established in 1991.

The program saw 25,650 project proposals, an 11.6% increase from 2025. The Ministry of Culture attributed this growth to decentralization efforts designed to reach historically underserved regions through initiatives such as Rouanet Norte, Rouanet Nordeste, Rouanet Centro-Oeste, and Rouanet nas Favelas.

Data indicates significant regional funding increases between 2023 and 2025. Funding in the Central-West rose from R$65.5 million to R$129.9 million, while the North region saw an increase from R$64.7 million to R$119.5 million. The Northeast experienced a 61.1% rise, reaching R$239.2 million. As of the reporting period, 5,084 cultural projects are being executed nationwide via the law.
