Brazil's Manguinhos Refinery License Partially Suspended Over Environmental Irregularities

The State Environmental Institute (Inea) has partially suspended the License of Operation and Recovery (LOR) for the Refinaria de Petróleo de Manguinhos (Refit) after identifying multiple irregularities in its environmental licensing. The suspension was recommended to the State Environmental Control Commission (CECA) following a technical team’s inspection in early June, which found inconsistencies such as an unauthorized environmental authorization and a discrepancy between the documented storage of ethanol and the observed presence of a nafta storage tank. Inea noted that the issuance of an integrated environmental license without CECA deliberation contravenes State Law No. 5.101/2007. The suspension will remain in place until the ongoing document review is completed, with an expected conclusion by October.
