Brazil's Minha Casa, Minha Vida Rural program faces calls for faster, transparent rollout

Housing federation representatives from Brazil's North and Northeast regions pressed the government for greater speed and transparency in the Minha Casa, Minha Vida Rural program during a public hearing on 8 March before the Chamber’s Urban Development Committee. They complained that the criteria used to rank and select beneficiary entities were unclear, and that no justification had been provided for those excluded, leading to uneven achievement of regional targets.

Quilombola activist Dinha Pinheiro demanded additional federal resources to ensure the program reaches isolated quilombola communities, arguing that limited construction contracts leave local associations in debt. The Ministry of Cities responded that more than 1,200 proposals covering 900 municipalities were received for the 2023‑2026 cycle, and that of the R$11.8 billion budget for the program, about R$9 billion is already earmarked. Caixa Econômica Federal reported 7,430 entity requests for the rural modality, with 5,950 approved and 1,480 rejected, noting that applicants were given ample time to submit and amend documentation.
