Brazil's Novo Desenrola program drives billions in debt renegotiations
The Novo Desenrola Brazil initiative, coordinated by the federal government and banking sector, has renegotiated more than R$20 billion of overdue debts for over 6 million individuals, with special campaigns such as the Rio Grande do Norte mutirão that alone covered R$68.6 million in 11,585 agreements. The program offers discounts of 30‑90 % and extended repayment terms, and recent extensions allow the use of FGTS balances for settlements.
A February 2026 provisional measure (MP 1.376/2026) created a dedicated rural‑credit line, later regulated by the Conselho Monetário Nacional (CMN) to permit refinancing of agricultural debts for up to ten years, with credit limits ranging from R$400 k for small family farms to R$4 million for larger producers. Banco do Brasil announced it is preparing to operationalize these lines but cannot yet quantify the impact on its financial results.
Banks are expanding participation: Banco Carrefour joined the second edition of Novo Desenrola, offering up to 90 % discounts and the option to apply up to R$1 thousand or 20 % of FGTS balances toward debt reduction. Febraban launched a final national mobilization of the program through August 3, aiming to boost renegotiations before the deadline.
