Brazil Novo Desenrola debt renegotiation expands

Overview

Since its launch in May 2026, Brazil’s Novo Desenrola (Desenrola 2.0) programme has accelerated debt restructuring for households, small firms, rural producers, and students. By mid-August, the programme’s total volume reached R$25.5 billion, exceeding initial R$20 billion estimates, with consumers receiving average discounts of 80%.

Banking participation has expanded significantly. Nubank led individual bank renegotiations with approximately 568,000 agreements totalling R$1 billion, estimating R$443 million in savings regarding credit costs. Bradesco followed with 329,500 renegotiations amounting to R$662.7 million. Itaú Unibanco has also participated, renegotiating R$1.1 billion in debt across 371,000 clients. Regionally, Banco do Brasil recorded over R$273 million in renegotiations in the state of Paraíba alone, covering family, rural, student (Fies), and business categories.

The programme facilitates discounts of up to 90% and installment plans of up to 48 months for debts contracted up to January 31, 2026, that are between 90 days and two years overdue. However, the broader economic outlook remains cautious. While a Central Bank of Brazil survey indicates that financial institutions expect delinquency rates to continue deteriorating in the third quarter of 2026—albeit at a slower pace than the previous quarter—lenders remain restrictive with credit supply. Reflecting this ongoing concern, major financial institutions have seen net provisions for bad debts increase by 23% annually compared to the previous semester. Additionally, while banks have welcomed measures for defaulters, there is reported resistance regarding a version of the programme intended for consumers who are currently up to date with their payments.
