Brazil's Priority Municipality List Cuts Respiratory Hospitalizations in Amazon

The Priority Municipality List (LMP), created by Decree No 6.321/2007, earmarked Amazon municipalities with the highest deforestation rates for monitoring and sanctions. A spatial causal analysis (using Coarsened Exact Matching and Difference‑in‑Differences methods) covering 2004‑2019 found that LMP significantly reduced hospital admissions for respiratory diseases in the treated municipalities, with the effect strengthening over longer exposure periods. The study detected no health spill‑over benefits for neighboring municipalities; instead, a temporary rise in respiratory admissions was observed in adjacent areas, likely due to displaced fire activity. No robust causal impact was identified for dengue or malaria. Researchers conclude that while the LMP was designed as an environmental control tool, it also delivers substantial public‑health co‑benefits, underscoring the need for integrated health‑environment policies that consider cross‑municipality dynamics.
