Brazil's Rio Grande do Sul farmers' federation pushes debt‑renegotiation bill

The Federação da Agricultura do Estado do Rio Grande do Sul (Farsul) is urging approval of Bill No. 5.122/2023, which creates a special line to renegotiate agricultural debts. The federation says the proposal must cover all obligations faced by producers, including those with cooperatives, grain traders, retailers and Cédula de Produto Rural (CPR) operations, not only traditional rural credit.

Farsul is in dispute with the Federação Brasileira de Bancos (Febraban), which wants to limit the scope of the bill. Farsul argues that the financing will come from the Fundo Social do Pré‑Sal and will not affect the federal credit‑rural budget. The organization plans to present its technical considerations to the executive branch and parliamentarians ahead of the Senate plenary vote scheduled for 10 June.
