Brazil Pre‑Salt Rural Debt Reform

In late May 2026 Brazil’s finance ministry announced a plan to extend repayment periods for stressed agribusiness loans, setting the stage for a broader debt‑restructuring effort. Subsequent Senate votes on 11 June reaffirmed the financing scheme despite the executive’s warning that fiscal costs could reach R$140 billion (some analysts projected up to R$817 billion). The bill, labelled a “pauta‑bomba” by critics, moved back to the Chamber of Deputies for further consideration and faced the prospect of a presidential veto or a constitutional challenge. By 13 June the Senate again approved the use of the Pre‑Salt Social Fund for agribusiness debt renegotiation, leaving the total amount to be allocated to the executive. On 5 July, about 300 rural leaders from Rio Grande do Sul gathered in Brasília, urging the federal government to enact Project Law 5122. They said a legislative consensus had been reached with agricultural associations, the Ministries of Agriculture and Finance, and the Central Bank, and called for a decision at an upcoming meeting with the Finance Ministry.
