Brazil's TCU reviews transfer of 'forgotten' central‑bank funds to Desenrola debt program
The technical area of Brazil's Federal Court of Accounts (TCU) is evaluating the legality of moving part of the Sistema de Valores a Receber (SVR) resources – known as "forgotten money" held by the Central Bank – to the Fundo de Garantia de Operações (FGO). The FGO is used to back guarantees for the Novo Desenrola Brasil program, a government initiative that renegotiates debt. In late May, the Ministry of Finance confirmed that financial institutions transferred R$5.7 billion from the SVR to the FGO, and estimates suggest up to R$8 billion of forgotten funds could be allocated. The TCU has not yet issued a merit assessment; the audit follows all phases of Desenrola 2.0, from regulatory drafting to financial execution. Minister Walton Alencar Rodrigues chairs the review, which was opened after a representation by sub‑procurador‑geral Lucas Rocha Furtado of the Public Ministry. According to the Central Bank, about R$8.1 billion is "forgotten" in bank accounts, affecting roughly 47 million individuals, and could be reclaimed through the bank’s system.
