Brazil's Chamber pushes new inclusion and social service legislation

The Brazilian Chamber of Deputies approved several bills aimed at expanding social inclusion and public services. One proposal, known as the Política Incluir (Project Law 1652/25), seeks to strengthen inclusive education for students with disabilities, autism spectrum disorder and high abilities across public schools, with voluntary adoption by states and federal support.

A separate bill (Project Law 1403/26) removes the requirement for periodic renewal of parking permits for people with permanent mobility impairments, granting indefinite validity. Deputy Ricardo Ayres argued, “Não é razoável exigir que pessoas com condição permanente já reconhecida pelo poder público sejam submetidas, reiteradamente, a procedimentos burocráticos de renovação documental apenas em razão do transcurso do tempo.”

Another measure (Project Law 2816/25) eliminates points on driver licences for infractions linked only to irregular use of paid rotating‑parking zones (Zona Azul), while keeping the fine.

Finally, a dental‑care initiative (Project Law 5741/19) would give priority access to SUS dentistry for public‑school students and individuals enrolled in federal social‑assistance programmes, aiming to improve oral health and educational outcomes. All proposals have cleared their respective commissions and now await approval by the full Chamber and the Senate.
