At the 18th BRICS Summit in New Delhi, member nations adopted the ‘New Delhi Declaration,’ which includes a strong condemnation of the April 22, 2025, terrorist attack in Pahalgam, Jammu and Kashmir. The attack, which occurred in the Baisaran Valley, resulted in the deaths of 26 people, primarily domestic tourists.

The declaration calls for a zero-tolerance policy toward terrorism and urges global action to prevent the cross-border movement of terrorists, disrupt terror financing, and dismantle safe havens. It also emphasizes that terrorism should not be associated with any religion, nationality, or ethnic group and calls for the expeditious adoption of the Comprehensive Convention on International Terrorism within the UN framework.

While Indian leaders and some victims' families hailed the inclusion of the Pahalgam attack as a major diplomatic success for Prime Minister Narendra Modi, other political figures raised concerns. PDP chief Mehbooba Mufti welcomed the condemnation but criticized the bloc for its silence on the conflicts in Gaza and the strikes on Iran. Additionally, some Congress leaders questioned the declaration's omission of regional issues such as the Galwan clash and Arunachal Pradesh.
