Overview

Following the terrorist attack in the Baisaran Valley near Pahalgam, Jammu and Kashmir, which killed 26 domestic tourists, the BRICS bloc issued a formal condemnation via the ‘New Delhi Declaration’ at the 18th BRICS Summit. Member states called for a ‘zero tolerance’ policy toward terrorism, emphasizing the need to disrupt terror-financing networks, dismantle safe havens, and prevent the cross-border movement of terrorists.

India utilized the BRICS platform to raise the issue, asserting that cross-border terrorism will not be tolerated and calling for global solidarity. The declaration specified that terrorism should not be associated with any religion, nationality, or ethnic group, and demanded that perpetrators and sponsors be held accountable under international law. The bloc also advocated for the ‘expeditious adoption’ of the Comprehensive Convention on International Terrorism within the United Nations framework.

While Indian leaders and some victims' families hailed the inclusion of the Pahalgam attack in the declaration as a major diplomatic success for Prime Minister Narendra Modi, the response remained mixed. PDP chief Mehbooba Mufti welcomed the condemnation but criticized the bloc for what she perceived as ‘selective condemnation,’ arguing that the bloc should have also addressed conflicts in Gaza and strikes on Iran to avoid ‘double standards in international justice.’ Additionally, some Congress leaders questioned the declaration's omission of regional issues, such as the Galwan clash and Arunachal Pradesh.
