Bucharest Mayor Ciprian Ciucu protests court suspension of city hall reorganization

Mayor Ciprian Ciucu announced on Facebook that a court has suspended the planned reorganization of Bucharest’s City Hall (PMB). The suspension follows two earlier court decisions that had been favorable to the mayor’s reforms. Ciucu said the reorganization would have reduced the number of leadership posts from 146 to 85 out of a total staff of 1,275, aiming to streamline a “monster‑like” administrative structure that now includes 72 subordinate institutions and 19 hospitals.

The mayor warned that the decision affects hundreds of employees, plunging them into uncertainty just as the city is trying to accelerate investments and financing. He criticised former mayors Gabriela Firea and Nicușor Dan for failing to modernise the administration and blamed an oversized staff hierarchy for low salaries and inefficiency. Ciucu also noted that nine firefighters previously idle were given active duties under the reform.

He urged that any suspension should be applied promptly, not months later, as the delayed ruling leaves vacant positions and dissolved posts unfilled, jeopardising ongoing projects worth over €300 million in European funding.
