Romanian mayors' tree safety and reforms
Overview
In early July, public demonstrations continued, with a rally supporting Oradea mayor Viorel Pașca, who remains under DIICOT investigation, and a protest in Timișoara demanding the resignation of Mayor Dominic Fritz after a Supreme Court conflict‑of‑interest ruling. At the same time, Bucharest mayor Ciprian Ciucu announced a detailed assessment of every tree along the Herăstrău Lake shoreline, specifying that no deforestation permits had been issued and that removal would be limited to trees with less than 50 cm of crown above water or showing severe disease.
On 15 July, Ciucu reiterated the evaluation plan, noting that markings placed by a construction firm were only proposals, that heavy rain had delayed work, and that coordination with Apele Române was proceeding to improve drainage. Two days later, authorities confirmed that more than 100 trees in Herăstrău Park would be cut as part of lake‑shore consolidation, each tree examined individually, with dangerous specimens removed and valuable ones preserved where possible. In Bistrița, a storm‑fell tree prompted mayor Gabriel Lazany to pledge ongoing removal of hazardous trees and to urge residents to report unsafe specimens.
A follow‑up on 17 July reported that the Bistrița removal was completed without injuries and that the Herăstrău operation, which began over a month earlier, was creating new bird habitats and is expected to restore the park’s appearance by next year. On 31 July, Mayor Ciucu announced that the lake‑bank works would not widen surrounding pathways, to avoid cutting mature trees. Each tree will be monitored for two to three years, a public GIS registry of the park’s tree inventory will be created, and the five‑year renovation—carried out with the Community Foundation Bucharest, the Romanian Landscape Association and the National Heritage Institute—will also upgrade other city parks such as Cismigiu, Carol and Tineretului.
