Bucharest proposes new regulations for heavy vehicles and trucks

A new project currently under public debate proposes significant regulatory changes for trucks and heavy machinery with a maximum authorized mass exceeding 5 tons in Bucharest. The proposal aims to implement a unified authorization and control system, extending Zone B to the administrative limits of the capital.

A key feature of the proposal is the removal of general time restrictions. Heavy vehicles could circulate throughout the city without specific time limits, provided they possess a circulation permit and pay the required fees. Vehicles exempt from payment would instead require a circulation notice.

Proposed fees vary by zone and vehicle weight. In Zone A (the central area), vehicles between 5 and 7.5 tons would face daily fees of 363 lei or monthly fees of 3,147 lei, while vehicles over 40 tons would pay 3,534 lei per day or 31,474 lei per month. In Zone B, fees are lower: 90 lei per day or 710 lei per month for 5–7.5 ton vehicles, and 495 lei per day or 4,250 lei per month for those over 40 tons. These rates are proposed through December 31, 2027, after which they may be indexed to inflation.

Violations, such as driving without authorization or exceeding weight limits, could result in fines ranging from 5,000 to 10,000 lei. Monitoring may be conducted on-site or via video surveillance systems.
