Bucharest rolls out electronic ID cards with nationwide appointment system

Romanian authorities announced that citizens can obtain a new electronic identity card by scheduling an appointment at any county office, regardless of their residence. The first electronic ID is free for Romanian citizens aged 14 and over, funded through the National Recovery and Resilience Plan (PNRR). For minors under 14, both parents must be present and a fee of 70 lei applies, payable at any CEC Bank branch or Selfpay point.

Applicants must submit a completed electronic request form, birth certificate, marriage/divorce or custody documents if applicable, previous ID, and proof of address (e.g., recent property contract or land register extract). If the applicant does not own the residence, the property owner must accompany them to give consent. Bucharest operates 11 civil status offices, and additional offices are available in Ilfov County’s 26 localities. Scheduling is done through the online platform hub.ma...gov.ro, which updates slot availability in real time.
