Buenos Aires launches low‑rate debt refinancing program for families

The Buenos Aires city government and the provincial legislature have approved a new Family and Personal Debt Relief Program. From 3 August families residing in the city can refinance overdue personal loans and credit‑card debt through Banco Ciudad or any participating bank, with a fixed interest rate that cannot exceed 35 % TNA and a minimum repayment period of 24 months. Applications must be submitted within a 60‑day window and are limited to households earning less than ten minimum wages, whose monthly debt service exceeds 30 % of income, and who have lived in the city for at least two years.

The measure follows a sharp rise in national delinquency, which hit 12.7 % in 2026, affecting nearly seven million Argentines. Banks such as Banco Nación and Banco Provincia have introduced parallel consolidation schemes, offering longer terms (up to 120 months) and rates ranging from UV + 12 % to 35 % TNA. The Buenos Aires initiative also includes a 50 % tax credit on interest earned by participating lenders and a special line for micro‑enterprises.

The program aims to alleviate credit‑card and personal‑loan pressure on the city’s middle‑class families, while providing a model that other jurisdictions may emulate amid the broader credit‑crisis in Argentina.
