Buenos Aires mayor limits strike rights for transport, waste services

The Buenos Aires government, led by Mayor Jorge Macri, issued decree 230/26 to apply the national Labor Modernization Law 27.802. The decree classifies waste collection and public transport as essential or “activities of transcendental importance” and obliges operators to maintain at least 75 % of waste‑collection capacity and 50 % of subway, Premetro and bus service during any strike.

These provisions effectively curb the ability to strike in most city sectors, advancing President Javier Milei’s agenda. Union leader Pablo Moyano denounced the rule, warning that any breach of workers’ rights would trigger a full suspension of waste collection. The broader law also introduces new labour‑market measures affecting independent contractors, third‑party liability and the creation of labour‑fund financing mechanisms.
