Buenos Aires Legislature authorizes reallocation of rural road funds

The Buenos Aires Legislature has passed a law allowing municipalities to reallocate up to 100% of funds from the Rural Real Estate Tax, originally designated for rural road maintenance, toward hydraulic infrastructure projects. The 180-day extraordinary measure was prompted by the anticipated impact of the El Niño phenomenon and the need for flood prevention, including canal dredging, drainage works, and culvert repairs.

The decision has faced sharp criticism from agricultural organizations, including the Argentine Rural Federation (FAA) and the Confederation of Rural Associations of Buenos Aires and La Pampa (CARBAP). These entities argue that rural roads are in a state of critical deterioration and that diverting funds will exacerbate existing infrastructure problems. They have criticized the legislative process, noting the law was passed 'sobre tablas' (without prior committee debate) and without consulting agricultural stakeholders.

During the legislative debate, political tensions surfaced as Peronist deputies criticized the national government's halt on public works, which they claim has delayed essential hydraulic projects. Meanwhile, the provincial government has threatened legal action against national authorities regarding the management of hydraulic funds.
