Buenos Aires Province launches groundwater monitoring system and commissions river erosion studies

In Buenos Aires Province, provincial deputy Silvina Vaccarezza (UCR + Cambio Federal) introduced a bill to create a Provincial Monitoring and Early Warning System for groundwater levels (napas). The system would deploy a permanent network to track aquifer levels, issue alerts to municipalities and provincial agencies, and involve CONICET and universities for technical support and predictive modeling. It aims to shift from reactive to preventive flood management, especially ahead of a possible El Niño event projected for November 2026‑January 2027 that could raise flood risk.

Meanwhile, the Necochea City Council’s Infrastructure Commission, chaired by councilmember Silvina Jensen Menna, met with the Buenos Aires Province Hydraulic Directorate to discuss severe erosion along the Quequén River. Officials stressed that detailed technical studies are required before any defensive works can be planned. The council is pushing a legislative instrument to compel the provincial hydraulic department to conduct these studies, which will inform future mitigation projects for the river’s banks.
