Bulgaria advances residential energy renovation programs
Bulgaria's Ministry of Regional Development and Public Works is focusing on making energy renovation a predictable and continuous process. During the Regional Energy Congress Plovdiv 2026, Silvia Petrova, head of the Housing Policy Directorate, reported that 454 multi-family residential buildings, covering over 2.2 million square meters, have been renovated using funding from the National Recovery and Resilience Plan.
Further projects are underway, with contracts signed for 630 residential buildings totaling nearly 1.3 million square meters of floor area, with implementation scheduled to continue until 2029. Some projects have been transferred to the Bulgarian Development Bank for management.
A successful model of these efforts was highlighted by the 'Nova Vitosha' residential block in Svishtov. Following an investment of just over 1 million euros for thermal insulation, window replacement, and energy-efficient lighting, the building achieved an energy class B. This renovation resulted in a nearly 68% reduction in annual energy consumption and a decrease in carbon dioxide emissions by 283 tons per year.
