Bulgaria proposes fines for scooter and cart drivers refusing sobriety tests
Bulgarian majority MPs have proposed amendments to the Road Traffic Act that would introduce stricter controls for non-motorized transport. The proposal includes a 100 euro fine for drivers of scooters, bicycles, and horse-drawn carts who refuse alcohol or drug testing.
In addition to testing requirements, the GERB party has proposed that scooter riders be required to hold a driving license. These measures aim to address rising safety concerns. Police data from the first eight months of the year shows 445 accidents involving scooters, resulting in 7 deaths and 364 injuries. During the same period, 75 accidents involving horse-drawn carts were recorded, including 21 serious and 32 light accidents, though no fatalities were reported in those cases.
