Bulgarian legislative proposals for scooter and cart safety

Overview

Bulgarian lawmakers, led by the GERB political party, have proposed amendments to the Road Traffic Act to increase safety and regulation for non-motorized and small-vehicle transport.

Initial proposals focused on requiring electric scooter riders to hold at least an AM category driving license. This would involve mandatory training in theory, practical driving, and first aid, though existing motor vehicle license holders would be exempt. Proponents cited safety data showing 498 injuries in scooter-related incidents over 18 months, with two-thirds of victims being under age 17. Proposed fines for non-compliance ranged from 150 to 500 euros.

Subsequent legislative efforts expanded these measures to include stricter sobriety controls. New proposals include a 100 euro fine for drivers of scooters, bicycles, and horse-drawn carts who refuse alcohol or drug testing. These measures follow police data reporting 445 scooter accidents resulting in 7 deaths and 364 injuries within the first eight months of the year, as well as 75 accidents involving horse-drawn carts.
