Bulgarian Foreign Minister Petrova Declares No Binding Commitment to Ukraine ‘Coalition of the Willing’

Bulgaria’s foreign minister Velislava Petrova stated that she did not sign any declaration obligating Bulgaria to increase its participation in the so‑called “Coalition of the willing” for Ukraine. The Ministry of Foreign Affairs clarified that the document adopted at the informal Kyiv summit “Ukraine – Southeast Europe” contains non‑binding language and does not create legal obligations for the signatories.

The ministry added that Bulgaria cannot provide additional military or financial aid to Ukraine on a bilateral basis, but will continue to fulfill its commitments as an EU and NATO member. Instead, Bulgaria will focus on areas where it can add value, such as supporting Ukraine’s energy security and preparing for the upcoming winter season, as well as deepening economic cooperation.

Petrova’s participation in the summit was at the invitation of Ukrainian President Volodymyr Zelenskyy, and the event also involved EU and non‑EU states, some of which are not part of the “Coalition of the willing”. The coalition remains an informal format for discussing possible security guarantees after a potential peace settlement.
