Eastern Europe security shifts: EU-Ukraine pact and Bulgaria

Overview

The Kyiv summit on 15 July 2026 launched an EU-Ukraine defence-industrial partnership, pledging joint production of combat drones, anti-drone systems and, from 2028, short-range ballistic missiles, financed by the EU’s €90 billion loan tranche. In contrast, Bulgaria has experienced severe political volatility. Following the Kyiv summit, opposition leaders accused President Rumen Radev of sending mixed signals, suggesting Bulgaria had “one foot in Putin’s sinking ship.” While Foreign Minister Velislava Petrova initially signed declarations of solidarity and expressed interest in drone cooperation, the government faced internal disputes over whether such commitments were legally binding.

By July 2026, Radev and his administration announced an end to military assistance for Ukraine, describing the cause as “doomed.” Following the April 2026 elections, Radev transitioned from President to Prime Minister, shifting Bulgaria toward a transactional foreign policy. While maintaining ties with the U.S., including hosting aerial refueling tankers, the administration has withdrawn from the “Coalition of the Willing” and declined to join initiatives for a special tribunal to prosecute Russia.
