Bulgarian Black Sea inspections find tax fraud and parasailing safety breaches

Since the launch of a summer control campaign on June 29, Bulgaria’s National Revenue Agency (NAP) has carried out roughly 1,500 inspections along the Black Sea coast. In the Burgas region, 811 commercial premises were examined, 319 of which were found to violate tax rules. Typical offences include failure to issue fiscal receipts, issuance of fake or non‑fiscal receipts, discrepancies between cash‑register amounts and reported turnover, operation without a functional fiscal device and failure to register employees for social security. Customs officers also identified excise‑law breaches such as untaxed tobacco sales.

In parallel, the Civil Aviation Administration and the Maritime Administration conducted emergency checks of parasailing operators at several water‑base sites. Inspectors discovered torn harnesses, missing serial numbers, unauthorised repairs and erased safety markings on safety belts, as well as three parachutes lacking required documentation. Operators were ordered to rectify equipment issues within one week and to submit full documentation within ten days. Additional checks of five more sites are planned before the end of the summer season.

The inspections follow a series of parasailing accidents, including a fatal incident in August 2025 in Nesebar that prompted new safety legislation earlier this year.
