Portugal ends free land registration via BUPi
The period for free land identification and registration through the Balcão Único do Prédio (BUPi) in Portugal ended on September 30, 2026. Starting October 1, fees will apply for Georeferenced Graphic Representations (RGG) performed by qualified technicians from municipalities or intermunicipal entities.
The new fee structure sets a cost of 15 euros per RGG for the first nine registrations, decreasing to 10 euros from the tenth registration onwards. This change specifically impacts owners of rustic or mixed properties who have not yet updated their property records or identified their land.
As of the deadline, 46% of the land area in mainland Portugal and 37% in Madeira had been identified through the system. The legislation also mandates that RGGs be included in applications for various financial supports, including EU and national funds. Furthermore, property owners listed in the Tax Authority's records without valid acquisition or possession registrations may be notified by the Institute of Registries and Notary (IRN) to formalize their status, or risk the initiation of procedures for properties deemed to have no owner.
