Portugal BUPi land registration program
Overview
The free period for property georeferencing through the Balcão Único do Prédio (BUPi) system in Portugal concluded on September 30, 2026.
As of the deadline, identification rates reached 46% of the total land area in relevant mainland municipalities and 37% in the five affected municipalities of the Madeira region.
Starting October 1, fees are now applicable for Georeferenced Graphic Representations (RGG) performed by qualified technicians from municipalities or intermunicipal entities. The fee structure mandates 15 euros for the first nine registrations and 10 euros for each subsequent registration.
Under Decree-Law 87/2026, RGGs are now a requirement for applications seeking various forms of financial support, including national and EU funds. Additionally, the Institute of Registries and Notary (IRN) may notify owners of rustic lands who lack valid acquisition or possession records to formalize their status, or face procedures to recognize properties as ownerless.
