Colombia secures $9 billion CAF financing for 2026‑2030 development plan
The Development Bank of Latin America (CAF) announced a US$9 billion financing framework for Colombia covering the 2026‑2030 period. The commitment was presented in Medellín by CAF executive president Sergio Díaz‑Granados and attended by president‑elect Abelardo de la Espriella. The funds will be allocated across four priority axes – energy security, productivity‑boosting infrastructure, social inclusion, and territorial strengthening – and include a US$1.2 billion line dedicated to projects of municipal and departmental governments. CAF also secured a US$100 million credit line with Celsia to support renewable‑energy projects, and the overall package doubles the resources CAF has disbursed to Colombia in the previous eight years.
In parallel, CAF and the city of Medellín signed a separate agreement that could provide up to US$550 million in pre‑approved credit for strategic local projects, including a US$300 million line for the Metro expansion and a US$250 million line for other infrastructure initiatives. Mayor Federico Gutiérrez highlighted the impact on transportation, education and public spaces. De la Espriella described the national financing as a “vote of confidence” for Colombia’s future government and pledged transparent use of the resources.
