In mid‑July, the Regional Administration and Decision Board of the Eje Cafetero (OCAD) approved roughly 88 million Colombian pesos for road upgrades and hospital expansion in the Antioquia, Quindío and Caldas departments, targeting improved mobility and health services for local residents.

A week later, the Development Bank of Latin America (CAF) announced a US$9 billion financing framework for Colombia’s 2026‑2030 development plan. The package covers energy security, infrastructure, social inclusion and territorial strengthening, with a US$1.2 billion line for municipal projects and a US$100 million credit for renewable‑energy ventures. Additional agreements in Medellín could unlock up to US$550 million for local initiatives, including a US$300 million line for Metro expansion.

Further details released at the end of July confirmed that CAF’s executive president presented the framework in Medellín alongside president‑elect Abelardo de la Espriella. The agreement includes a US$100 million credit with Celsia for renewable projects and a pre‑approved US$550 million pool for strategic city projects. A separate emphasis was placed on Colombia’s energy transition: the funds will support solar, wind, storage and grid‑modernisation projects to diversify the hydro‑dominant generation mix, improve electricity access and meet climate commitments.
