Overview

In Caldas, 11.444 billion pesos were transferred to the Departmental Water Plan. The government requested preventive intervention in a $786 billion desalination contract in Santa Marta due to transparency risks, while Bucaramanga implemented water tariff hikes of up to 25%.

Despite positive market reactions to the financing, analysts warn of a widening fiscal gap. The primary deficit reached –1.97% of GDP, and Bloomberg projects a total deficit near 6.7% in 2026, potentially rising to 7.5% in 2027.
