Turkey's intelligence chief joins Cairo talks on Gaza ceasefire second phase

Representatives of Palestinian factions and guarantor nations gathered in Cairo to advance the second phase of the Gaza cease‑fire agreement that took effect on 10 October 2025. The talks, described as taking place in a "constructive atmosphere," focused on completing first‑phase obligations such as prisoner exchanges, expanding humanitarian aid and maintaining a partial Israeli pull‑back, while also addressing longer‑term issues including Gaza's governance, reconstruction, deployment of an international force, further Israeli withdrawals and security arrangements.

Turkey's National Intelligence Agency head Ibrahim Kalın attended alongside senior officials from Egypt and Qatar, and met separately with Egypt’s intelligence minister and Qatar’s prime minister‑foreign minister. Hamas spokesperson Hazım Kasım said the negotiations aim to halt Israeli attacks, reopen border crossings and ensure aid delivery. Hamas, the Palestinian groups and the guarantor states reported that Israel has not fully complied with the first‑phase terms, with Palestinian health data indicating 951 deaths and 2,984 injuries since the cease‑fire began, and that Israel continues to occupy more than 60 % of the Gaza Strip.

The agenda also touched on broader regional concerns, including the US‑Israel‑Iran conflict and situations in Somalia, Sudan and Libya, underscoring the wide‑ranging diplomatic context of the cease‑fire implementation.
