To facilitate the plan, two joint working groups were established: one tasked with the complete disarmament and demilitarization of Gaza—including decommissioning weapons and dismantling tunnel networks—and another focused on humanitarian needs like sanitation and health. Kushner estimated that weapon removal and tunnel filling could begin within 60 to 90 days.
Diplomatic efforts have expanded to include Tony Blair, who joined Kushner in meetings with senior Hamas officials in Egypt to discuss disarmament. An Israeli official stated that parties agreed the first step toward demilitarization would involve Hamas handing over weapons for decommissioning under the supervision of an American general, with Israeli forces remaining in Gaza until the process is complete.
Despite these efforts, a diplomatic breakthrough remains elusive. Netanyahu has maintained firm opposition to the establishment of a Palestinian state, stating his position is “100% firm on this.” Tensions persist regarding the timing of military withdrawal; Netanyahu has refused to commit to ending strikes against Hamas and maintains that genuine disarmament must precede any pull-out. Furthermore, direct engagement with Hamas has drawn criticism from figures such as former Israeli diplomat Freddy Eytan, who warned that face-to-face negotiations could grant the group international political legitimacy.
