Overview
Since the July 2026 update, Israel’s central command has reaffirmed control of more than 60 % of the Gaza Strip, while Hamas maintains an estimated 25 000 fighters, including about 2 500 elite Nukhba units. An Israeli Air Force strike on a Hezbollah cell near the Lebanon border underscored the broader regional volatility.
The Board of Peace’s reconstruction plan remains limited to a Rafah pilot. A logistical hub at the Kerem Shalom crossing is being prepared, but satellite images still show no construction on the camp site. Funding is far below the US $17 billion pledged, and the pilot’s timeline is linked to Israel’s 27 October elections, which could either enable progress or trigger a renewed offensive.
In mid‑July, a Hamas delegation travelled to Cairo for the second‑stage Gaza cease‑fire talks. Mediators from Egypt, Qatar, Turkey and other Palestinian factions aim to make the cease‑fire permanent, address the humanitarian situation and launch the second phase of the Trump‑backed plan. A Gaza Management National Committee of technocrats has been formed, though Israel has not yet permitted its entry.
Negotiations continue on four pillars – NCAG administration, weapons storage, the Peace Council mandate and an international stabilization force – while civilian conditions worsen under the expanding Israeli presence.
