California declares state of emergency ahead of historic El Niño

California Governor Gavin Newsom has issued a state of emergency proclamation to prepare for an anticipated El Niño weather pattern. Meteorologists report a 90% probability of a very strong El Niño, with a 75% chance of an event reaching historic levels. Sea surface temperatures are currently more than three degrees Celsius above normal.

The emergency measures aim to mobilize state resources, including the California National Guard, Caltrans, and flood-fighting supplies like sandbags and pumps. The proclamation also temporarily suspends the 10% cap on hotel price increases during the emergency period. Potential risks include heavy rain, flooding, landslides, debris flows, and coastal erosion.

In Long Beach, local officials have declared a separate local emergency. The city is recovering from damage caused by Hurricane Marie's high surf and is preparing for the additional impacts of the strengthening El Niño pattern.
