Cambodia targets online scam networks amid scrutiny of political links

Cambodian Senior Minister Chhay Sinarith has reaffirmed the government’s commitment to eradicating online scam operations and preventing criminal networks from re-establishing themselves following a year of nationwide crackdowns. Authorities have referred cases involving approximately 4,000 individuals to court during this period.

Despite these efforts, the government faces scrutiny regarding the extent of its investigations into well-connected individuals. The United States has sanctioned two Cambodian senators, Ly Yong Phat and Kok An, for alleged links to human trafficking and fraudulent scam centers. While the US Treasury Department identified these individuals as being involved in serious human rights abuses and forced labor, they have not been prosecuted and remain in the Senate.

Senior Minister Chhay Sinarith stated that investigations are ongoing, noting that “suspicion alone cannot immediately lead to enforcement action.” Analysts suggest that the ability of the anti-scam campaign to gain public trust may depend on whether investigations extend to businessmen and officials with close ties to the ruling political leadership.
