Canada vehicle theft linked to smuggling networks in Russia
Organized crime networks are exploiting Western sanctions on Russia by smuggling stolen Canadian vehicles into the Russian market. High-demand models, particularly pickup trucks like the Dodge Ram, Ford F-150, and Toyota Tundra, are being targeted for export. Interpol has recorded 4,798 reports of Canadian-stolen vehicles found in Russia between February 2024 and July 2026.
Criminal tactics are evolving. While conventional vehicle theft has seen a decline in annual losses—from $1.5 billion to $900 million—criminals are increasingly using sophisticated financing fraud. This method involves using stolen or synthetic identities to purchase vehicles legitimately, making them harder to identify as stolen during export processes. The Canadian Finance & Leasing Association reported a 72 per cent year-over-year increase in fraudulently financed vehicles being directed toward export.
In Montreal, Canada Border Services Agency officers report seizing up to 30 stolen vehicles per week, with values reaching $2 million CAD. There are also concerns regarding the potential military use of these vehicles; reports have noted the presence of stolen pickups near drone manufacturing sites in Russia.
