Canadian vehicle theft and smuggling to Russia

Organized crime networks are exploiting Western sanctions on Russia by smuggling stolen Canadian vehicles into the Russian market. High-demand models, specifically pickup trucks such as the Dodge Ram, Ford F-150, and Toyota Tundra, are being targeted for export to feed a black market created by the lack of access to official automotive markets.

Interpol has recorded 4,798 reports of Canadian-stolen vehicles found in Russia between February 2024 and July 2026. These vehicles are often concealed in shipping containers and transported via the Middle East.

Criminal tactics are shifting toward sophisticated financing fraud. By using stolen or synthetic identities to purchase vehicles legitimately, criminals make it more difficult to identify them as stolen during the export process. The Canadian Finance & Leasing Association reported a 72 per cent year-over-year increase in fraudulently financed vehicles being directed toward export. In Montreal, the Canada Border Services Agency reports seizing up to 30 stolen vehicles per week, with values reaching $2 million CAD. There are also concerns regarding the potential military use of these vehicles, as stolen pickups have been noted near drone manufacturing sites in Russia.
