Canada unveils first national security strategy in 20 years

Prime Minister Mark Carney has released “The Plan for a Stronger Canada,” the nation’s first comprehensive national security strategy in over two decades. The 13-page document emphasizes that the boundary between economic and national security has disappeared, positioning technological sovereignty as a core pillar of national defense.

The strategy identifies eight critical sectors for strategic capability building: emerging technologies, critical minerals, defense, energy, transportation, pharmaceuticals and biotech, food security, and financial systems. Within emerging technologies, the government prioritizes cloud and AI compute, quantum computing, space-based communications and navigation, semiconductors, and telecommunications.

To support these goals, the government announced a $1.6 billion equity investment in the Toronto-based AI company Cohere, alongside private investors including NVIDIA and Bell. This investment aims to scale Canadian AI infrastructure and is projected to create at least 1,000 technical jobs by 2030.

Additional priorities include rebuilding and reinvesting in the Canadian Armed Forces, diversifying diplomatic partnerships, and modernizing intelligence capabilities. The strategy also outlines a commitment to a cooperative, clear-eyed relationship with the United States while seeking to reduce dependence on foreign technology providers.
