Colombia's Bogotá, Cartagena and Medellín revise pico y placa rules for early July

Bogotá will apply a special Pico y Placa Regional schedule on the holiday of 29 June, allowing free entry before noon, even‑ending plates from 12 p.m. to 4 p.m., odd‑ending plates from 4 p.m. to 8 p.m. and free entry after 8 p.m. From 30 June to 3 July the normal rotation resumes: 30 June (plates 6‑9‑0), 1 July (1‑2‑3‑4‑5), 2 July (6‑7‑8‑9‑0), 3 July (1‑2‑3‑4‑5). No restrictions on Saturday and Sunday, and electric, hybrid or zero‑emission vehicles are exempt.

Cartagena's Department of Transit announced a new pico y placa rotation for public‑service taxis effective 29 June 2026 through 31 July 2026. The restriction runs continuously from 6 a.m. to 6 a.m. the next day, Monday to Friday, with plate endings assigned as follows: Monday 7‑8, Tuesday 9‑0, Wednesday 1‑2, Thursday 3‑4, Friday 5‑6.

Medellín's Mobility Secretariat kept its weekday pico y placa in place for 1 July 2026. Private cars may circulate only with plates ending 4 or 6 between 5 a.m. and 8 p.m.; motorcycles with first‑digit 4 or 6 follow the same hours; taxis may circulate only with plates ending 1 from 6 a.m. to 8 p.m. Violations attract a fine of about 15 minimum wages (≈ 604 000 COP) and possible vehicle immobilisation.
