Japan to overhaul tax-free shopping system on November 1

Japan will implement a major overhaul of its consumption tax exemption system starting November 1, transitioning from an immediate tax-free purchase model to a refund-based system. Under the new rules, travelers must pay the full tax-inclusive price at the time of purchase and claim a refund upon departure after customs verification.

To facilitate this transition, several companies are launching new services. Cash Japan and Japan Airport Building Co., Ltd., in collaboration with Glory, are introducing self-service tax refund terminals at major airports, including Haneda, Narita, and Naha. These terminals aim to provide rapid cash refunds in Japanese yen, with some processes taking approximately one minute. Other participating airports include Kansai, Kobe, Chubu, Fukuoka, and New Chitose.

Retailers are also adjusting to the change. While some major drugstores and discount stores like Tsuruha Drug, Bic Camera, and Don Quijote have announced plans to absorb administrative processing fees for digital refunds, other establishments, such as Tobu Department Store, will implement system usage fees. The new system relies heavily on integrated digital infrastructure to manage multiple transactions through unified accounts.
