Japan consumption tax refund system reform
Overview
Japan is transitioning its consumption tax refund system for foreign tourists, moving from point-of-sale deductions to a “Refund System” effective November 1, 2026. Under this new model, travelers pay the full tax-inclusive price upfront and must claim their refund after customs confirmation at the airport or port upon departure. To claim refunds, travelers are required to use dedicated kiosks to scan passports and complete customs verification before checking in luggage. While some reports indicate refunds may be processed via credit card chargebacks, electronic payments, or bank transfers, Cash Japan has announced it will provide immediate cash refunds in Japanese yen at six major airports, including Kansai, Kobe, Chubu, Fukuoka, Narita, and New Chitose. Cash Japan’s platform aims to allow travelers to process transactions from multiple retailers in a single application using multilingual self-service terminals or manned counters. As the November 1 implementation approaches, new details regarding airport infrastructure and retailer responses have emerged. Cash Japan and Japan Airport Building Co., Ltd., in collaboration with Glory, are introducing self-service tax refund terminals at Haneda, Narita, and Naha airports, alongside the previously mentioned locations. These terminals are designed to provide rapid cash refunds in Japanese yen, with some processes estimated to take approximately one minute. Retailers are also adopting different strategies regarding the transition. Major drugstores and discount stores, including Tsuruha Drug, Bic Camera, and Don Quijote, have announced plans to absorb administrative processing fees for digital refunds. Conversely, other establishments, such as Tobu Department Store, will implement system usage fees. Authorities have clarified that the policy change is intended to curb fraudulent practices where individuals purchase large quantities of tax-free goods to illegally resell them within Japan.
