Catalonia renewable energy plan receives over 12,000 allegations

The Catalan government has received 12,143 formal allegations regarding the Sectoral Territorial Plan for the Implementation of Renewable Energies (PLATER). The Catalan Institute of Energy (ICAEN) has begun analyzing these submissions to incorporate technically viable proposals, with a second period for allegations expected to follow.

The plan faces significant opposition from over 300 municipalities, regional councils, and social entities, including the Catalan Network for a Just Energy Transition. Critics argue the plan lacks sufficient local participation and could negatively impact rural areas, biodiversity, and agricultural sovereignty. Some mayors have called for a total withdrawal and a new, bottom-up planning process, while others have threatened legal action if the decree is approved without effective municipal involvement.

In a separate development, the municipality of Vandellòs i l'Hospitalet de l'Infant is promoting the construction of a renewable energy research center (CIRFER). Funded largely by Nuclear Transition Funds, the project aims to maintain local energy-related activity following the closure of the Vandellòs II nuclear plant. The first phase is expected to be completed by 2028 at a cost of approximately 6.7 million euros.
